RPL AND CREDIT TRANSFER POLICY
(Recognition of Prior Learning and Credit Transfer)
This policy outlines the processes implemented by Calibre to ensure compliance with Division 3 – Recognition of Prior Learning and Credit Transfer under the Standards for RTOs 2025.
This policy ensures that:
- VET students with prior skills, knowledge and competencies are supported to seek recognition of prior learning (RPL).
- VET students who have completed an equivalent training product are supported to obtain credit transfer (CT).
- Decisions relating to RPL and CT are fair, transparent, consistent, evidence-based and maintain the integrity of the training product.
This policy applies to:
- All nationally recognised training products on the RTO’s scope of registration
- All enrolled or prospective VET students
- All trainers, assessors and administrative staff involved in enrolment, assessment and certification
Definitions
Recognition of Prior Learning (RPL)
An assessment process that assesses an individual’s prior learning (formal, non-formal or informal) to determine the extent to which that individual meets the requirements of a unit of competency or training product.
Credit Transfer (CT)
A process that provides students with credit outcomes for components of a qualification based on identified equivalence in content and learning outcomes between matched qualifications or units of competency.
AQF Certification Documentation
Documentation issued under the Australian Qualifications Framework, including testamurs and records of results.
Authenticated VET Transcript
A transcript issued through the USI Registry system.
Calibre is committed to providing equitable access to recognition pathways for students with existing skills, knowledge and competencies.
The RTO ensures that:
- All students are informed of their right to apply for RPL and Credit Transfer prior to enrolment and during the enrolment process.
- RPL and Credit Transfer processes are conducted in accordance with the RTO’s assessment system.
- Decisions are evidence-based and comply with the Principles of Assessment and Rules of Evidence.
- Decisions are documented and applied consistently across all students.
- The integrity of the training product is maintained at all times.
Access to RPL
The RTO:
- Offers all prospective and enrolled students the opportunity to apply for RPL.
- Provides clear information in pre-enrolment materials, student handbook and website regarding how to apply for RPL.
- Explains any fees, timelines and evidence requirements prior to application.
RPL Application Process
Students seeking RPL must:
- Complete an RPL Application Form.
- Provide evidence of prior skills, knowledge and experience.
- Participate in interviews, challenge tests, practical demonstrations or other assessment activities as required.
Evidence Requirements
Evidence submitted for RPL may include:
- Employment records
- Third-party reports
- Work samples
- Position descriptions
- Professional development records
- Licences and regulatory documentation
- Statements of attainment or qualifications
- Demonstrations of practical skills
- Structured competency conversations
All evidence must meet the Rules of Evidence:
- Valid
- Sufficient
- Authentic
- Current
Assessment of RPL
- RPL assessments are conducted by qualified assessors.
- Assessors determine competence against the requirements of the relevant unit(s) of competency.
- Assessment decisions are made in accordance with the RTO’s assessment system.
- Where gaps are identified, gap training and reassessment may be offered.
Documentation of RPL Decisions
The RTO ensures that:
- All RPL decisions are recorded.
- Assessment tools and mapping demonstrate how evidence aligns to unit requirements.
- Outcomes are documented as Competent or Not Yet Competent.
- Students are advised in writing of the outcome.
RPL decisions must be fair, transparent and applied consistently across all students.
CREDIT TRANSFER (CT)
Access to Credit Transfer
The RTO:
- Offers all students the opportunity to apply for Credit Transfer at enrolment or prior to commencement.
- Provides information on how to apply and required documentation.
Evidence Requirements for Credit Transfer
Credit Transfer is granted where a student provides:
- AQF certification documentation, or
- An authenticated VET transcript
The RTO verifies:
- The unit code and title match exactly, or
- The unit has been deemed equivalent as published on training.gov.au
Credit Transfer will not be granted where licensing or regulatory requirements prevent acceptance of the prior qualification.
Assessment of Credit Transfer Applications
- Administrative staff verify documentation authenticity.
- Academic or compliance staff confirm equivalence.
- No further assessment is conducted where equivalence is confirmed.
Documentation of Credit Transfer Decisions
The RTO ensures that:
- Credit Transfer decisions are recorded in the student management system.
- Copies of certification documentation are retained on the student file.
- The student is formally notified of the outcome.
- The student’s training plan is adjusted accordingly.
Credit Transfer decisions must be fair, transparent and consistently applied.
Fees
- RPL fees are published and disclosed prior to enrolment.
- Credit Transfer is not charged where it relates to units of competency previously completed and verified.
Appeals
Students may appeal RPL or Credit Transfer decisions in accordance with the RTO’s Complaints and Appeals Policy.
